I would prefer for my users to be able to create their own albums and not effect others, but I need the uploads to be moderated. So it would be great to have the setting on the Gallery saying that Photos in this gallery have to be approved, and then select the Moderate Role.

why don't you just use Normal mode? doesn't that work for you?

Yes Normal Mode works, but then all of the photos go into one Album...or I have to create the individual albums for the users to upload into. In Community mode, they can manage their own albums...but I need to approve the pictures they are posting.
