the user guide states: Please note this doesn't mean UVG don’t alter your video at all, due to some reaons, most softwares place video meta informatation in file end when generate mp4 videos, this means flash is not able to play it before the video is completely downloaded, I bet you won’t want to have this behavior on your website.
UVG alter the mp4 file to move meta information to the beginning of the file when upload it, so your visitors can watch it while buffering, this brings 3% ~ 5% file size increase to the mp4 file, please be aware of this.

I don't think this is happening for files uploaded via ftp. I have to wait until they are fully downloaded.

did you install the binary pack for UVG 3? which include 2 new files: mp4box.exe, js32.dll.
