I see the personal gallery module, but is there a way to allow registered users to create their own galleries and upload photos with just the UMG module? I want to allow users to create their own galleries and make them visible to all visitors.

Currently not, if a user can create new albums, he will be able to delete all albums, however I'll reivew this feature in future release.
