I have a 'manager' role that I have given 'edit' permissions in the module settings of an instance of UMG.  This give people in that role the ability to completely manage gallery (folders, permissions, and all)... but does not allow them to move or delete the gallery module itself.  Good so far…

The problem is: The album dropdown on the add photo page only shows albums where the 'manager' role has been given 'Composing' permissions. 

Logically, shouldn't it allow them to upload to all folders?

Since they are a user with module edit permissions, they could go into 'Manage Albums' and give themselves permission to do so anyway.  It seems an unnecessary step for a gallery with a couple of folder... but a real burden with 40 folders to modify permissions.

I believe the same is true for the 'Manage' permissions.  If they are authorized at the module level for edit, they should automatically be able to manage, too (again, since they could give it to themselves anyways). 

I appreciate your kind feedback on this issue, yes, I think you are right, this is a logical bug.

I have recorded this issue and will change it in next version.
