I tried to test "Flag as Inappropriate", and after accept last propmpt in popup window appears start page of my website with an errormessage that says "'To' parameter can not be an empty string. Parameter's name: 'To'".

Maybe the reason is I am logged in as an administrator, and I'm sending it to myself?

no, you can send to your self, can you see more detailed message in event viewer?
