I've set my video configuration to require moderation, but videos are still getting posted without going into the approval queue. Anyone have any advice?

if you have approval permission, your video will be approved automatically, please login with a user account which don't have approval permission.

I have done that. I have the approval box checked in the video configurations, but any registered user is allowed to post without going into the moderation queue.
