I see that the personal galleries is listed as a feature for UMG 5, but does this have the same features as personal gallery sold as a separate product. 

I want to the ability allow my users to create individual galleries and upload their own photo's to the galley, but the galley must be viewable by all users. 

Can I limit the amount of galleries that each user can create, and can you limit the size of each users photo's and total up loads allowed, and can this be done on a per role basis?
